Abstract:

The article examines the Siberian Institution of 1822, the activities of Count M. M. Speransky and his contribution to the preparation and implementation of the Siberian reform of the XIX century. A comparative analysis of the Councils of the Main Directorate of Western and Eastern Siberia is carried out.
