Abstract:

The tragic events during the plague epidemic in Russia in 1771-1772 revealed shortcomings in the activities of the city administrative system. The implementation of the new laws adopted "on occasion" had a positive impact on the reconstruction of the structure of urban management, the layout of residential quarters, the formation of a different culture of everyday life.
